Uma interpretação institucionalista evolucionária sobre a corrupção

O objetivo deste artigo é elaborar uma interpretação do fenômeno da corrupção através de uma abordagem institucionalista evolucionária a partir dos princípios teóricos elaborados por Thorstein Veblen e Geoffrey Hodgson. Considera-se a corrupção como um comportamento (ou método de vida) que emerge como uma estrutura social complexa da interação entre agentes, representada por conjuntos de regras, normas e significados característicos. A interpretação proposta fornece uma perspectiva ontológica institucionalista enfatizando que a evolução social e econômica é um processo contínuo, cumulativo e não-linear, impulsionado por mudanças nas instituições. A principal conclusão a que se chegou foi que a impunidade representa um mecanismo facilitador, encorajador e/ou canalizador da assimilação e reprodução dos hábitos corruptos por agir como mitigadora das graves consequências destes atos de violação de regras morais.
